Seed trading and manufacturing compliance in UP is governed by the **Department of Agriculture, Government of Uttar Pradesh**, in Lucknow. Online filings are routed via the state agriculture portal (`upagriculture.com`) or integrated with the centralized national **SATHI** registry.

State-Specific Requirements

• Seed Technologist Mandate: Manufacturing licenses require a technologist holding a B.Sc. (Agri) or an M.Sc. in Seed Tech/Botany from a recognized university, such as **NDUAT Faizabad**, **CSAUT Kanpur**, or **SHUATS Prayagraj** (formerly Allahabad Agricultural Institute).
• Infrastructure Inspection: District Agricultural Officers (DAOs) check processing machinery ratings, godown safety layout, separate stacking for foundation vs certified seed, and moisture meter calibration.
• Form O Source Certificate: Dealers must upload manufacturer O-Forms to authenticate varieties sold in UP markets.
