A retail seed licence is mandatory under the **Seed Control Order, 1983** for any shop, distributor depot, or business outlet selling packaged crop seeds directly to farmers.

For retail store owners and multi-brand agricultural input dealers, securing a valid permit ensures that the seeds sold conform to the minimum limits of germination, genetic purity, and physical purity specified under Section 6 of the Seeds Act.

Key Requirements for Retail Seed Stores

• Retail Outlet Premise Proof: Registered lease deed or property tax receipt for the retail shop.
• Business Identity Proof: Aadhaar Card, PAN Card, and local trade licenses.
• O-Form Source Certificate: Legal authorization certificate from seed manufacturers or wholesale distributors for each seed brand you sell.
• Input Dealer Education: While seed-only retail requires basic registration, combined sales (fertilizers and pesticides) may require a certified diploma in agricultural services (e.g., DAESI).

Retail Display and Inspection Guidelines

Retailers must clearly display a price list and daily stock availability board outside their premises. All seed containers must carry the manufacturer's tags indicating genetic variety, test dates, germination rate, and expiry details.
