General Seed Licensing Framework for All Other States

For seed companies operating outside the major production hubs (such as in **Rajasthan, Punjab, Haryana, Bihar, Tamil Nadu, West Bengal, Odisha, Chhattisgarh, Jharkhand, Himachal Pradesh, Uttarakhand, and Assam**), seed licensing is governed by the state’s respective Department of Agriculture or Director of Agriculture under the central Seeds Act, 1966.

While the underlying legal requirements (Form A registration, Form B stock records, and Form O source certificates) remain identical nationwide, the digital portals, offline documentation procedures, and processing timelines vary significantly.

State-Specific Portals & Submission Systems

Depending on your state of registration, applications are routed through local single-window systems:

• Rajasthan: Managed via the Raj Kisan Sathi Portal. Requires SSOID registration and e-sign verification.
• Bihar: Applications are processed online via the DBT Agriculture Portal.
• Punjab & Haryana: Processed through respective State Agriculture Department portals or local single-window industry portals.
• Tamil Nadu & West Bengal: Require direct registration on state portals or physical filing through District Agricultural Offices (ADA/JDA).
