A seed manufacturing licence is a statutory requirement under the **Seed Control Order, 1983** for any seed company that processes, packs, treats, or labels agricultural crop seeds in India.

Processing is essential to prepare raw seed harvests for commercial distribution. Licensing requires specific physical plant machinery, separate dry storage facilities, and certified seed testing laboratories.

Essential Machinery & Infrastructure Requirements

The applicant's processing facility must install and document standard processing machinery, including:

  • Air-Screen Cleaner: For separation of light impurities, dust, and off-sized seeds.
  • Gravity Separator: To grade seeds based on specific gravity and remove shriveled or damaged seeds.
  • Seed Treater / Coater: For applying chemical fungicides, insecticides, or bio-inputs.
  • Elevators & Conveyors: For mechanical handling and transfer without seed injury.
  • Bag Closing Machine & Weighing Balance: For precise batch-packing and sealing.
  • Seed Moisture Meter: For regular moisture analysis prior to bagging.

Qualified Seed Technologist Mandate

To secure approval, states mandate the appointment of a full-time **Seed Technologist** responsible for quality controls. The technologist must hold a **B.Sc. in Agriculture** or an **M.Sc. in Agriculture, Botany, or Seed Technology** from an ICAR-recognized university, with verified credentials.
